The UN Human Development Report recognizes the Karnali zone as the least developed zone in Nepal with very low indicator of human development. The overall composite index ranks Dolpa, Jumla, Kalikot, Humla and Mugu as 67th, 69th, 70th, 74th and 75th respectively out of 75 districts in Nepal. These districts also fall under the most conflict affected area. Even after the successive political development the situation of Karnali is further worsening due to the issues and problems are yet to address by the state and non state actors.
The average life expectancy of the people in this region is less than 46 years, nearly a half of the national average. About 81% of the adult population above 15 years is functionally illiterate while 63% of the children in the age group of 10 -14 is illiterate. 57% of the children below five years are malnourished. 81% of the total population above 10 years performs an extreme form of physical labour to eke out a living, of which 79% are men and 82% women. Based on the Victim profile on KIRDARC (1268 out of 13000) 10 percent people lost their life alone in Karnali and the state policy on conflict victim has yet to implement. All this leads to a conclusion that the striking majority of the Karnali people have difficulty obtaining the bare minimum of necessities required to live a normal life.
Having high potentiality in terms of natural resources, cultural heritage and bio-diversity, the Karnali region is backward, poor and isolated due to the discriminatory development policy, lopsided priority and resource allocations for the development of this region. State has not been able to be responsive towards the people of Karnali. This is reflected in the poor delivery of basic services (food, medicine, etc.), which has been worsening the lives of the people days end and days out.
